  •  Hammurabi was a king of Mesopotamia.
  •  He reigned in Babylon: the richest and the most powerful city.
  • He created the earliest form of laws, Hammurabi's code (282 laws).
  • They were engraved in stone and settled in public places.
  • Based on "An eye for an eye, a tooth for a tooth"(retaliation).
  1. Criminal laws: rules that define conduct.
  2. Civil laws: disputes among individuals.
      * There was an exception: Hammurabi believed gods had power over people and events.
